Start in Base.java at Base.handleAddLibrary, reported at line 2369, and review the Add Library menu action that triggers it. Reproduce the non-library ZIP case in Arduino IDE 1.x and determine how the console output could be made more useful; done means the invalid archive produces a clearer user-facing error.
