Resume - Error balance

At resume time, we check that the user has a balance to pay Archethic fees.
However, if the user resumes, he doesn't need to pay all the fees.
The user must therefore be able to complete the bridge without being blocked.

Inspect the resume flow and locate the balance check that runs when a bridge is resumed. Reproduce a resume with less than the full fee balance, then verify that the bridge can complete when the user has enough balance for the fees actually required at resume time.
