🚀 Feature: add OceanBase/seekdb as a new optional vector store backend

I find the project has support so many vdbs and I hop that it can add OceanBase/seekdb as a new vector store backend.

### 🎤 Why is this feature needed ?

OceanBase provides native vector data types, vector indexes, similarity search, metadata filtering, and an official LangChain integration.I am from oceanbase org and I wish this project can add oceanbase/seekdb(seekdb is the lite version of oceanbase) as a new vector store backend in order that some users can use it when needed.

Add OceanBase/seekdb as a new vector store backend.And I'd love to do this and make contributions.
