Unable to click the link in the footnote

## Issue
In the HTML conversion, if one wants to click a footnote in which there is a link, then it is impossible.

## How to replicate
Please hover the mouse on the footnote label in a paper that is produced by `\footnote`, an overlay containing the actual footnote will show up. However, when the mouse moves away from the footnote label (the little number on the shoulder of the main text) to click the link in the overlay, the overlay is gone which makes it impossible to click.

Reproduce the issue using the paper URL https://arxiv.org/html/2403.00599v1 in Chrome on a desktop: hover a footnote label, then move to the overlay and try to click its link. Done means the footnote overlay remains available long enough to move the pointer into it and activate the link.
