Sub-figures overlapping in HTML mode

### Description

In https://arxiv.org/html/2406.19384v3, fig 2b and 2c overlap. They look fine in the PDF.

Figure 2 has three sub-figures in a 2x2 grid. 2a spans both rows, and 2b and 2c stack in the second column.
