Inconsistent figure sizing

### Description

Some of the figures that span one column width (in a two column layout) in the pdf span the whole text width in the html view (e.g. Figures 2 and 5), while others don't span the whole text width in the html view (e.g. Figures 4 and 9). It looks like it may be the figures that contain subfigures that end of being scaled to span the whole text width.
