Selection, clicks (inline citation links) don't work on small screens

### Description

When viewing on small screens or half desktop screens, text isn't selectable (or works weirdly - works for a few words then stops working) and inline citation links aren't clickable. Looks like clicks aren't actually happening on the text that the cursor is on, on smaller screens.

Even though #6843 is closed, this still seems to be happening. Is it a per-paper issue?

Reproduce the problem in Chrome using the paper URL https://arxiv.org/html/2606.03829v1 at a narrow or half-screen width, checking text selection and inline citation links. Trace the rendered reference elements and their click or pointer handling; done means text can be selected normally and inline citations are clickable at small widths without breaking desktop behavior.
