Iterative HOMER with uncertainties; Sigma not rendering in equation 28

### Description

I think the LaTeX for equation 28 would be something like `\[\sigma_\phi^2(S^\mathrm{acc}) \equiv \sum_{s \in S^\mathrm{acc}} \sigma_\phi^2(s)\]` but in my firefox it comes out like `\[\hphantom_\phi^2(S^\mathrm{acc}) \equiv \sum_{s \in S^\mathrm{acc}} \hphantom_\phi^2(s)\]`
