IEEE references in text are not identifiable in reference list

### Description

e.g. text refers (and links to) [22] but reference list has author's names. Even clicking the link is ambiguous because no reference is aligned to top of the page, instead one reference is half cut off at the top, so is it this one or the full one beneath it?The reference list should match IEEE style if text has IEEE style references, i.e. they should be listed with reference number clearly visible.
