Middle-mouseclick on page in Firefox only allows horizontal free-flow scrolling

### Description

Can replicate the issue on two different systems (both Windows 10).

Could not replicate issue in Chromium-based browsers.

The problem goes away when I full-screen the browser and zoom out to 70% or lower. After that I can successfully middle-click and move mouse down to navigate the page vertically.
