Circled Numbers Not Converted to UTF-8

### Description

Instead of converting the circled numbers to their UTF-8 pendants (❶) they where converted to SVG with the number inside. Unfortunately, the number is the same color as the circle so it's not visible.

Open the linked paper URL in Firefox and inspect the circled-number references shown in the figure. Compare the rendered SVG output with the expected circled-number glyphs and use the screenshots as visual references.
