Error for referencing equations

### Description

For most equation references, the HTML code works fine—except when Eq. (10) is referenced (see the screenshot). Instead of displaying the equation number, it shows the title of the paper.

Reproduce the Eq. (10) reference using the linked arXiv HTML paper in Firefox and inspect the rendered reference against other equation references. Trace the reference-rendering entry point responsible for the discrepancy; done means Eq. (10) displays its equation number rather than the paper title.
