Citation Ordering in HTML vs PDF Output

### Description

I'm not sure if this is an issue or intended behavior. In the HTML version, when I cite multiple references at once, they appear neither in chronological nor alphabetical order. In the PDF, they appear in alphabetical order. I believe the more widely accepted convention is chronological order.
