thmtools restatable(*) environment(s) not supported

### Description

The thmtools `restatable`/`restatable*` environments are currently not accounted for in `thmtools.sty.latexml` (as far as I can tell). Compiling to xml results in a undefined environment error. For instance, ([https://arxiv.org/html/2412.11138v1](2412.11138v1) will demonstrate this---the paper is not mine, I just google searched for arXiv papers with the issue.

Appendix B of implemented bindings in the LatexML manual suggests that this package is supported. Perhaps a disclaimer and potential work-arounds to such errors can be mentioned?

Thanks for the impressive work, just pointing out one personal roadblock to my own use of LatexML. I understand the priority is coverage.

Start by reproducing the undefined-environment error with the linked arXiv paper and inspect the referenced thmtools.sty.latexml binding. Done means the thmtools restatable and restatable* environments no longer fail during XML compilation, or that the limitation and a workaround are documented.
