Reference links fail toward the end of the list

### Description

Clicking a reference link to a reference that is near the end of the list of references doesn't scroll the page down enough to have the reference appear at the top since there's not enough text at the end of the page to scroll further. There's no highlighting or numbers to determine which reference corresponded to the clicked numbed. E.g. clicking `[27]` on this doc.

I'd love to see numbers next to the references (as suggested by several other issues). Could also be really cool to have a color change or highlight or something on the reference corresponding to which number was clicked.

Reproduce the problem using the paper URL and a reference link near the end, such as [27], in Chrome. Compare the current scrolling behavior with the requested reference numbering and highlighting, and confirm that the selected reference is identifiable and positioned appropriately when the issue is done.
