Can't click footnote link

### Description

The footnote text shows up in an ephemeral box only when hovered, so I can't actually select or click links in the footnote text (moving the mouse off the footnote ref closes the box). Looks like the hover is the only way to see the footnote text, since ctrl-f doesn't turn it up anywhere else on the page.
