Implement World-Class Support For Foot/End/Sidenotes and References

As foot/end/sidenotes and references are an integral part of academic papers, arXiv HTML should provide world class support for those constructs. Central to such an implementation would be displaying the reference or note content in a "tooltip" (see the following image for an example implementation from Wikipedia) to prevent the loss of focus / interruption resulting from jumping to the reference or note and back.

This behavior should be togglable, as it can be expected that some would find the on-hover tooltip distracting and interruptive to their reading.
