"Submit to Github" button consistently not working

### Description

As shown in the attached video; the "Submit to Github" button regularly fails to work when trying to "Report an Issue". I've experienced this issue on Firefox 129.0.2 (64-bit) and Chrome 127.0.6533.119 (Official Build) (64-bit).

There are exceptions; in particular note my ability to submit https://github.com/arXiv/html_feedback/issues/1981 a few hours ago. I was also eventually able to submit https://github.com/arXiv/html_feedback/issues/1983 where this came up - I was able to do so after (1) opening the paper in a new tab and (2) repeatedly pressing the submit button several dozen times.
