[feat]: Allow linking to sections

### Description

It would be great if I could link directly to different sections of the HTML view of a paper (e.g. https://arxiv.org/html/2408.09071v1#7_call_to_action would direct the page to Section 7 thanks to the fragment identifier).

Could be implemented similarly to linking to sections of a markdown document on GitHub as per the screenshot.
