The url anchor cannot jump to the correct position

### Description

When I try to locate the reference 6, the page will scroll to the position of 7. For example, when I visit: [https://arxiv.org/html/2312.06709v5#bib.bib6](https://arxiv.org/html/2312.06709v5#bib.bib6), I can only see the 7th one. Actually, the page has go to the position of 6, but the correct item is covered by the red header.
