Hovering links to references should show hover windows

### Description

Often, you want to peek at the title of referenced paper to get an idea, why this paper was referenced. For this, there should be a title attribute / hover logic when hovering the reference.

It just shows that this link will go to the reference sections, following the link does a distracting page scroll:

Here are examples that work better:

- Evince: shows the target document in a hover window (looks worse with bigger window)

- Wikipedia: shows just the target link in a hover window, you can then even go and open the linked document in a new tab without losing the current scroll position.
