No failure if everything is as desired.

## What happened instead?

Intermittent failures.

Start with .github/workflows/publish-chart.yml at lines 37-40 and inspect the intermittent failure shown in the issue image. Run the publish-chart GitHub Actions workflow and compare successful and failed runs. Done means the workflow completes without intermittent failures.
