[Feature]-[347]:Improve access to Fusion Charts documentation

### Summary

When I want to use a custom chart, the tooltip for the header "Custom Fusion Chart" shows text: "Configure a Custom FusionChart see docs.appsmith.com"

There are two problems with this:
1. The link is not clickable. The tooltip obviously disappears when I attempt to click the link because I move focus from the header (see video)
2. The link could be more specific. E.g.: https://docs.appsmith.com/widget-reference/chart#custom-chart

### Why should this be worked on?

The user has already evaluated the available chart types, and has judged that they don't address the requirement. They may or may not be conversant with using FusionCharts. In the (more probable) case that the user does not know how to use FusionCharts, it would be helpful to offer the documentation link or examples, etc., to help them to proceed.
