### 提出内容

ドキュメントのビルドだけがまともに通らない状態が続いており, 毎回ルールを Bypass してマージしているため危険である. そもそも OreOreBot2 自体が運用されていないためドキュメントの需要が無いので, CI からこれを取り除いてドキュメントのデプロイを停止する.

フレームワークやライブラリの移行計画も立てるべきだが, 必要性が感じられないため保留する. 必要があれば別の Issue を開いてもらいたい.
