License.txt doesn't define the licensor / copyright holder, nor the years

A common thing for Apache licensed software is to provide the "short" version in the readme.
This can easily be copied for open source attribution pages.

The source code would suggest this is that text:

Start with License.txt and compare it with the Apache notice shown in the issue. Update the license text to identify the licensor or copyright holder and the relevant years, then verify that the file provides the requested short attribution text.
