[Feature Request] Support / Bindings for CPS

It would be nice, if you can read, write and convert from and to CPS files using Apple PKL.

The Common Package Specification, mostly intended but not tied to the C languages world,
can be found here:

It's going to be supported by Cmake, Meson and other build tools in near future.

No repository files, tests, or entry points are named. Start by reading the CPS specification at the linked cps-org repository and determine how Apple PKL handles external data formats; done means defining support to read, write, and convert CPS files.
