Ruby language bindings

Currently the following language bindings are supported:

- Java
- Kotlin
- Swift
- Go

It would be nice to add Ruby to the list, as it's a popular programming language, and it is often used to process configuration.

Start by examining how the existing Java, Kotlin, Swift, and Go language bindings are structured and exposed. Identify the binding entry points, build integration, and tests used by those implementations, then define what Ruby support must cover for configuration processing. Done means Ruby is included alongside the currently supported bindings and its behavior is covered by equivalent tests.
