Docs don’t work properly on touch devices

For example, to follow the “Annotation” and “String” links at https://pkl-lang.org/package-docs/pkg.pkl-lang.org/pkl-go/pkl.golang/current/go/index.html, they need to be tapped twice in a row. (The links are also broken, see https://github.com/apple/pkl-package-docs/issues/1.) Tested on iPadOS 17.3.

Start with the linked Pkl package documentation page and reproduce the Annotation and String link behavior on iPadOS 17.3; also review the related broken-links issue #1. Done means the links work and each can be followed with a single tap on touch devices.
