Missing documentation of some transaction option in Ruby and Python

We are missing documentation for some of our transaction options in Python and Ruby. We should add documentation for these and also check the state of database and network options.

Related is that some of these same options are not being tested in our binding tester unit tests.

Start by inventorying the transaction options documented for the Ruby and Python bindings, then check the corresponding database and network options. Review the binding tester unit tests to identify options that are not covered. Done means the missing documentation is added and the relevant binding tests cover the same options.
