RPM package installation doesn't work correctly in some cases

We've [received a report](https://forums.foundationdb.org/t/starting-stoping-the-server/1407) of what sounds like a failed RPM package installation. I'm not sure how specific this is to their environment or whether this is easily reproducible, but the gist of the problem is that after installing the packages, the foundationdb service did not exist and nothing was running.
