Tutorial docs needed

Hi Simon,

I'm trying to wire this up as py-black or [py-ruff](https://github.com/charliermarsh/ruff) and not finding the code obvious. Maybe it's just me.

I got Black working via [bazel-super-formatter](https://github.com/aspect-build/bazel-super-formatter) but keen to implement this as alternative for the learning experience to compare & contrast.

If you could point me in the right direction that would be great. Please.

No file, test, or entry point is named. Start by identifying how apple_rules_lint integrates Bazel lint checks and compare the existing bazel-super-formatter setup with the requested py-black or py-ruff alternative. Done would be a tutorial explaining that integration and the comparison.
