Add automated push for linting

E.g., on https://github.com/aplbrain/BBQS-EMBER-web/actions/runs/24098123472/job/70302011341?pr=129 it is annoying to have to manually check out, install the linter, run the linter, etc. every time it happens

Pre-commit (with the pre-commit.ci bot) is a great way to go (reference usage: [NWB GUIDE used this](https://github.com/NeurodataWithoutBorders/nwb-guide/blob/main/.pre-commit-config.yaml#L21-L25)), though any GitHub workflow can be configured with the checkout and bot-signed push actions if you prefer not to use an external service
