api:swagger:export internationalization feature request

I need a multi-languages API documentation (generate many OpenAPI specifications where some description texts will be on english, german, and other languages). So, api:swagger:export should support parameter 'language' (e.g. --language=en) and that parameter should be passed in $context normaliser's parameter.

(optional) Will be good to implement translation files which will contain OpenAPI properties with text which should be overwritten.
