Create stages automatically for personal stage envs etc

Stages will be mapped in up.json, however it might be nice to allow `up deploy tj` for personal staging envs.

This may not be entirely relevant since devs likely won't have their own isolated AWS resources (RDS, Kinesis, etc), but still nice if you want to show someone on the team etc.
