Remove "Draft" Legal pages to another collaborative platform

In #732 , there were a number of pages from Legal to be reviewed. These pages were labelled as Draft, and while I allowed the merge (because the pages appear to be only findable through direct search), I am rethinking that I should have not made an exception to the policy for www-site, which is simply: www-site is not a wiki. All content posted should be in (near-)final form.

That said, @justinmclean , could I trouble you to shift those Draft pages to the wiki site for collaboration and review? I apologize for the change in course.
