paulau: Inconsistent Title: meta-data text

Some page Title: meta-data entries now have "| Apache Software Foundation" appended, most do not.

There does not seem to be a pattern to this.

Also, rather than change the title (which will generally change the H1 anchor, meaning more work to fix that), it might be better to add an option to the template to add the suffix if the appropriate meta-data entry is present.

Start by locating the page-title template and the metadata handling for the notice: and license: entries mentioned in the issue. Compare how the title suffix is currently produced, then verify that the chosen behavior is consistent and does not require changing existing H1 anchors.
