We will provide a command to CancelDecommission the ShuffleServer.

### Motivation

We provide a REST API to support the CancelDecommission ShuffleServer, it is essential to also support this functionality in the command-line.

The cluster administrators can CancelDecommission ShuffleServer using a command.
