Rewrite the grpc interface in Coordinator using a custom serialization/deserialization protocol.

Start with the parent issue #133, then review the linked design document and the Coordinator's existing gRPC interface. Determine the custom serialization/deserialization protocol and its Coordinator scope; done means the Coordinator interface has been rewritten to use that protocol and supports the requested Netty work.
