[Bug] Failed to read data using netty

### Describe the bug

When using Netty to read data, the server index file does not exist, and the client still reads the shuffle data.

Start by reading ShuffleTaskManager.getShuffleIndex at line 841 and ShuffleServerNettyHandler.handleGetLocalShuffleIndexRequest at line 360, then compare them with the getMemoryShuffleData entries in the supplied server log. Trace how a missing index is handled when shuffle data is still readable. Done means the missing-index case has verified, consistent client behavior rather than allowing the reported inconsistent read.
