Description

In order to safely work with distribution channels and avoid ip blocks we should consider self hosted runners where the IP address can be on an allowlist.

We need to ask Infra to deploy one or more action runners.

1. Pick the appropriate size.
2. Define what should be on the box installed by puppet
3. What naming and labeling we need to follow in configuring our GitHub repository `apache/tooling-actions`

With that defined we can write JIRA INFRA issues to request the initial runner. We will then test and iterate.
