Description
This should include:
* Must ATR be used for all release processes, or only some? What is the schedule for any changes to policy?
* Will ATR provide release pages, metadata, etc.? If so, what are the usage suggestions?
The documentation should ideally be in the user guide, which is unstarted as of the submission of this issue, and could also be in the `README.md`, which may be in the form of a link to the full explanation in the user guide perhaps accompanied by a précis.
