Datasets/Workflows do not Load When Switching Between Tabs

When switching between workflow and dataset tabs, sometimes the data will not load for a very long time, often requiring a reload of the page. This commonly occurs on https://jails.ics.uci.edu/dashboard/user/workflow but I have not been able to reproduce it locally. It seems the request is stuck pending waiting for data from the backend.

Start at the dashboard workflow URL and use the attached reproduction context while switching between workflow and dataset tabs. Inspect the pending backend request and compare the tab transitions; done means the data loads reliably without requiring a page reload.
