Tracing on Storm Topologies

We need native tracing support for Hadoop topologies. The only current option is logs. Support for tracing through observability tools like an agent or the OpenTelemetry standard would be beneficial, as we currently need to manually instrument each topology.

The issue names no files, tests, or entry points. Start by mapping how Storm topologies currently emit logs and reviewing the proposed agent or OpenTelemetry integration requirements. Done means tracing works natively across Hadoop topologies without manually instrumenting each topology.
