Description

### Question

I looked at shenyu's source code and found that rule is to find more handlers first, and then find a small order, why do you want to design it so? What do you do with a lot of handlers?

Research direction

Start by tracing the rule implementation in ShenYu's source, focusing on how it selects handlers and compares their order, then review the seven comments for existing context. Done means documenting the reason for this selection behavior and explaining how multiple handlers are handled.
