Failed to create replication slot when using the initial mode for pg-cdc in Apache SeaTunnel 3.13

### What happened

Failed to create replication slot when using initial mode for pg-cdc in Apache SeaTunnel 2.3.13. I have verified no pre-existing replication slots exist in the table via the SQL statement SELECT * FROM pg_replication_slots before execution.
Database Version: PostgreSQL 13.23, compiled by Visual C++ build 1944, 64-bit
JDBC Driver Version: postgresql-42.4.3

Reproduce with the supplied pg-cdc initial-mode command and inspect pg_replication_slots before and after the run. Done means the reported configuration no longer fails because the seatunnel replication slot already exists.
