topic info will be recreated in memory in the read only operation

### Steps to Reproduce

1. delete topic
2. flush topic or getMaxOffset for the topic queue

### What Did You Expect to See?

do not recreate topic info in memory for deleted topic in read only operation.

### What Did You See Instead?

topic info recreated in memory
