[Bug] when used with zipkin in docker-compose, It alway has topic creation problem and shutdown

### Minimal reproduce step

Sometimes, the first time there is no problem , Just restart the docker compose several times and the error will come.

### What did you expect to see?

no error logs and no shutdown of pulsar

### What did you see instead?

pulsar has topic creation problem and shutdown in docker

Done means identifying a reproducible cause and confirming that repeated compose restarts no longer produce the error or shut down Pulsar.
