Start with AdminApiMultiBrokersTest.testForceDeletePartitionedTopicWithSub, especially AdminApiMultiBrokersTest.java line 208, and run the test repeatedly to reproduce the conflict. Inspect the topic creation and cleanup sequence around that assertion. Done means the test no longer intermittently fails with the "This topic already exists" ConflictException.
