Description
**Describe the bug**
I just find that the [pulsar-io-debezium-mysql-2.9.1.jar](https://mvnrepository.com/artifact/org.apache.pulsar/pulsar-io-debezium-mysql) bundles the mysql jdbc driver (i.e. https://mvnrepository.com/artifact/mysql/mysql-connector-java) which is under GPLv2, and is not compatible with Apache License 2 ([Category-X](https://www.apache.org/legal/resolved.html#category-x)).
Should we remove the mysql driver from the package distribution?

Research direction
The issue names the pulsar-io-debezium-mysql-2.9.1.jar distribution and the bundled MySQL JDBC driver, but no repository files or tests. Start by inspecting that artifact and the linked MySQL Connector/J license, then review Apache Category-X guidance. Done means the licensing status and resulting distribution decision are documented.
