Add PR Checking Github Action

Today I saw a PR created and merged without any changes to the PR template.

**Describe the solution you'd like**
I would like to see that there is a GitHub action that enforces the template as appropriate for this client.

**Describe alternatives you've considered**
The alternative is to do nothing and continue to not necessarily understand the motivation for a change.
